Progressives focused on laws to improve public health, schools and living conditions for Americans; short: they focused on social reforms. They wanted to help industrial workers and improve the lives of poor people in the city. So they were pretty decent people who where concerned about their fellow Americans.

Soon they realized they would have to reform government too in order to help society. Only a government freed of powerful business interests and political bosses could be efficient and more effective in serving the public
